Stakeholders

For the purposes of this evaluation, the stakeholders are:

• HIVOS, as the primary donor;
• IICD in its role as primary executor of the programme;
  
• HIVOS partners (listed in ‘Findings’ section) in Zambia and Ecuador as local recipients of HIVOS fund and IICD support;
  
• The constituencies of the HIVOS partners targeted through the projects these partners implemented within the framework of these programmes are the final recipients of the programme;
  
• The local IICD IN, CD and M&E partners (listed in ‘Findings’ as well), for the support provided to the Country Programmes and in particular to the HIVOS project partners
