HIVOS-IICD Programme Outcomes

The Programme has been effective as it has largely met its objectives. Only one of the objectives (related to participation of project partners in IICD’s international Thematic Networks, was neither fully nor partly achieved.

Both Country Programmes have demonstrated positive results. The Programme helped to establish a new IICD CP in Ecuador with significant potential at a time of accelerated ICT activity in the country but with very little technological absorption on the part of civil society. In Zambia, an LDC, it has helped to re-invigorate a programme which was languishing, and is now producing some results, though more limited than in Ecuador’s case.

The operational thrust (and most of the funding) of the Programme was oriented to field projects (4 in Ecuador, 2 in Zambia). Overall, these projects were implemented adequately, though there were some clear shortcomings in some of them – as indicated in the later sections.
