Intro

In April 2003 HIVOS and IICD signed an MoU articulating the terms of their Strategic Partnership for the 2003-2006 in ICT for Development sector. The MoU defined an operational Programme and the norms/responsibilities accorded to each party.

An evaluation was conducted near the end of that period (October-December 2006). It had  had two key objectives, namely to asses:

(i) the extent to which objectives formulated in the MoU have been achieved and
(ii) whether the implementation strategy used was effective.

The evaluation examined the work supported by the Programme in Zambia and Ecuador. This entailed projects implemented by HIVOS local partners, as well as contributions to the other IICD Country Programme dimensions. It also examined the evolution of the institutional partnership evolved (ie. in the Netherlands between HIVOS and IICD).
