Evaluation Research Questions

The Evaluation Terms of Reference also included four research questions, answered in the full report

1. Did the participating local HIVOS partners achieve the defined outputs and results as defined in the approved and implemented project proposals within the framework of the country programmes?; What were the reasons for a positive or negative result?
   
2. Did the local Information and Networking partners contribute to awareness, publicity and public debate in a strategic, effective and efficient manner? Which results of their activities vis-à-vis the country programmes can be identified?
   
3. What is the impact of the activities in the sector of livelihoods in Ecuador and Zambia on the end-users level? Is this in line with the expected results identified? If there is a deviation from the expected results – what were the causes thereof?
   
4. Were the managerial procedures (including the roles of each actor) agreed upon in the Strategic Alliance sufficient and effective to implement the contents of the MOU? What worked well, what could be improved and why?
